It's kind of academic, since the original rules don't do that, and likely because limiting those types of units would make those unit types much less useful. IE, that question may have been asked when the game was being made, and it was decided to not limit those units.

For what it's worth, in TI2, there were no limits on ANY units except Space Docks; you could have 20 Dreadnoughts in a space if you wanted; there were little markers to track the number if you didn't have enough plastic. So this change in TI3 was deliberate, yet the choice to keep fighters and GFs unlimited was also deliberate.
