You are correct that advancing from the Melee hex prevents OpFire.
You are incorrect in assuming that one can only Advance out of Melee hex. Nothing in the rules prevents issuing a move order to do so.
As a result, both Move and Advance can be used by the Russian player in Stalingrad should they desire to leave a melee hex. If the Move order is used, yes, they can be subjected to OpFire, perhaps by the very units they just left.
