Yup, we're sure.
If it helps to envision why, consider that the City spaces on the board represent major urban areas including environs and, often, even multiple cities. So Police alone do not provide sufficient security in the face of a wartime, armed guerrilla threat to allow civic development to take hold for the population and influence it's sympathies.
