Not "clear to me" -- explicitly and unambiguously stated in almost the exact terms as the answer he got here. Then shown by example. Then stated again, more generally. I am honestly at a loss how the rules could have possibly better informed him. Just looking at the rules, for the point in the game he's asking about (Leader's turn), his question is answered directly. Yet, here he is, asking the forum to come to his aid and COMPLAINING about the rules.
If I have a question about the rules for something, I am checking those rules before I ask other people to do it for me. It's just courtesy to try and find your own answers before you ask other people to do it.

I'd likely stop using the site if 80% of the threads were people asking the difference between red and blue, and how that relates to green. So would a lot of people, because the utility would plummet, and what little was good would be harder to find than it was worth. There's being helpful and aiding people, and then there's encouraging inconsiderate behavior.
Hopefully, the poster has at least learned that if you want to know something you can't actually play the game a single turn without knowing (ie, "what does the leader do on a turn?"), you should probably check the rules about that part of the game somewhat carefully. It would be pretty disastrous to leave that out!
