Unfortunately, I disagree with Scott. I don't think in any game situations, "immediately" is meant to imply "you must decide right this second without any chance to think or discuss". It simply means it must be decided before you proceed with the effects of the card - IE, you can't wait to see the outcome before deciding.By using a too-strict of a definition of "immediately", you will have prevented any player from offering to Sabotage another card that affects someone else. "Give me 3 TGs and I'll Sabotage that for you".
I would say that discussion is always allowed for any such situation, and I would never say that discussion causes "immediately" to be void. Taken too far, one could use that same logic to say "immediately" means "within 1 second" or "before the text of the card is finished being read" or any other arbitrarily short (and, in my opinion, unfair) time window.
