It is very hit and miss. Some non-gamers are quite baffled by the rules, and end up not having much fun at all. Some enjoy it immensely, and don't seem to be bothered much by the rules.

The best approach is to ask them if they think it sounds like fun, and respect the answer. It is (usually) only if they are initially reluctant and you have to convince them that you risk them having a bad experience. If they are interested, the usual worst-case scenario is 'that was fun, but it's a bit too long for regular games'.

If you do end up introducing it to them, try to explain as few rules as possible up front. I find that the "these trade agreements have an effect when trade happens, which I'll explain when we get to it"-approach sits a lot better with non-gamers. This means that they'll have to fly sort of blind when choosing strategy cards, but I find that many less-experienced gamers are fine with that (usually, their approach is that they wouldn't be able to make a qualified choice even if you did explain it). It is usually experienced gamers who have a problem with having to make a choice without knowing exactly what it entails.
