The space must be Protestant-controlled and free of units controlled by other major powers.I'll rule that the space should be designated in the offer (since that's the way the rule is worded) ... but note there is nothing preventing the Protestant from "suggesting" his preferred destination while everyone is trying to figure out what they'd like to offer.
